V2.5.1:
- keeps the full discovery pool in KV, but publishes only quality-qualified channels
- requires 2 consecutive fast verification rounds before publication
- publication latency ceiling: 3000 ms
- blocks only repeatedly bad relay hosts: daydreamer/netgenx
- allows normal unknown HTTP(S) HLS hosts to compete after real probing
- mov3 is allowed but receives a routing penalty so better CDN routes win first
- one SOFT failure gets a grace round for an already VERIFIED route
- updates EPG to /k3v9qm/guide.xml.gz
- normalizes major Tokyo terrestrial tvg-id values for EPG matching
- 10 core channels + 18 rotating channels checked every round
- rotation cursor always advances across the non-core catalog
- SUSPECT channels remain in KV for continued rotation, but are hidden from the player
- same channel can keep up to 6 candidates
- checks multiple candidates before declaring failure
- best currently working candidate is selected
- automatic failover can switch source URLs
- preserves HTTP referrer and user-agent options
- information/donation rows are filtered out
- VERIFIED and SUSPECT stay published
- only 3 consecutive all-candidate HARD failures remove a channel

Discover broadly. Block known-bad routes; publish fast, repeat-verified routes with soft-failure grace.
